(A) The City Administrator is hereby authorized and empowered to assign numbers to the several properties within the city in accordance with the plan set out in this subchapter, and he or she shall prepare and keep as a part of the permanent records of the city, a record of numbers so assigned. The record shall be open for inspection of the public at all reasonable hours.

(B) No building permit shall be issued within the city until a number shall have been assigned by the City Administrator to the building to be erected under the permit.
