No person, excepting a person authorized to do so, shall park a vehicle on any street, alley or publicly-owned parking lot where the Council has established a special parking zone. The Council may establish special parking zones wherever the convenience or necessity of the public requires or wherever necessary in the proper exercising of the police power.
