No person shall stop, stand, park or leave any vehicle, machinery, equipment or other device or property of any nature upon any public street, highway, alley, sidewalk or boulevard within the city in a manner so as to obstruct or encumber the free movement of traffic or endanger the health, welfare or safety of the community.
