The Department of Public Water and Utilities Department shall be responsible for the protection of the public potable water distribution system from contamination or pollution due to the backflow of contaminants or pollutant. The utility shall charge fees according to the utilities cross-connection control manual for maintaining a comprehensive cross connection control protection plan.
