If service is discontinued because of nonpayment of utility bills or because of violation of utility rules and regulations, the services shall not be restored until all charges, costs, and damages, if any, have been paid to the village or the violation has been corrected, and until the costs incurred in calling out personnel are paid according to the fees set forth in Title XVII of this code.
