(A) Meters required. Before any premises to be served by village water are occupied, a water meter shall be installed therein by the village upon payment by the customer of the cost of installing same.
(B) Testing meters. The village water meter shall be taken out and tested upon complaint of the consumer and payment of a fee of $5. If upon test the meter is not within 3% of being accurate, it shall be repaired or replaced and the $5 fee returned to the customer.
