§ 32.40 ORDINANCES AND RULES TO EXECUTE POWERS.
   The Board of Trustees may pass all ordinances and make all rules and regulations proper or necessary to carry into effect the powers granted to village, with fines or penalties as may be deemed proper, provided that no fine or penalty shall exceed $750.
