No person while receiving or delivering goods, wares, or merchandise shall permit the same to remain on any sidewalk longer than is necessary to convey such goods, wares, or merchandise to or from the premises abutting on the sidewalk or to or from which the goods, wares, or merchandise are being delivered or received, and for this purpose he or she shall not occupy over four feet of the outer edge of the sidewalk in front of his or her store or building.
