No person shall throw, place, leave, cause, or permit to be thrown, placed, or left any filth, rubbish, or garbage in or on any street, alley, sidewalk, or other public ground in front of or adjoining any building or premises owned or occupied by the person or subject to his or her control, except in approved containers or receptacles.
