It shall be unlawful to peddle or offer for sale in any place, but in a duly licensed business establishment, any medicine, nostrum or remedy of any character or description, and no license shall be issued for such purpose, except that this shall not apply to the sale of medicines, nostrums or remedies packaged or labeled in compliance with the requirements of the Federal Food, Drug and Cosmetic Act, and regulations thereafter, and similar applicable laws and regulations of the State.
