1-13-19: APPEAL PROCEDURES:
Any actual or prospective bidder, proposer, offeror or contractor who is aggrieved in connection with the solicitation or award of a contract or procurement may submit an appeal in writing to the County Budget Officer within five (5) working days after the aggrieved party knows or should have known of the facts, but in no case later than ten (10) working days after the award has been made. The County Budget Officer or his/her designee shall promptly issue a decision regarding any appeal in writing to the aggrieved party filing the appeal. The decision shall state the reasons for the action taken and the aggrieved party's right to appeal to the County Commission. If a written decision is not issued by the County Budget Officer within thirty (30) days, the aggrieved party may appeal directly to the County Commission. The County Commission shall be the final appeal on the County level. (Ord. O-2016-7, 8-8-2016)
