A Purchasing Agent within fifteen (15) business days of making any purchase over five thousand dollars ($5,000.00) shall encumber the funds within the County financial software system. For purchases under five thousand dollars ($5,000.00), the Purchasing Agent shall otherwise ensure that sufficient County funds are available prior to making the purchase. The Budget Officer shall provide training to Purchasing Agents and other County personnel as necessary regarding the encumbrance of funds within the County financial software system. (Ord.
