23-13: PROPERTY OWNER'S RESPONSIBILITY:
It shall be the responsibility of the property owner to obtain a permit before any construction or deepening of a water well is begun. Failure of the property owner to obtain a permit before construction or deepening of a water well is begun shall constitute a violation of this chapter. (Ord. 04-199, 5-11-2004)
