It is declared to be the policy of the Kane County board that the occupant or occupants of the residences in unincorporated Kane County shall make the determination of whether solicitors shall be or shall not be invited to their respective residences and the Kane County board declares that only solicitors having a valid certificate of registration shall be invited. The provisions of this chapter do not apply to officers or employees of any city, county, or federal government, or any subdivision thereof, when on official business, nor shall this chapter apply to volunteers seeking donations for not for profit organizations.
