The clerks of all trial courts located in the county seat of government shall charge and collect a county law library fee of twenty one dollars ($21.00) in all civil cases, such fee to be paid for and at the time of filing the first pleading paper or other appearance filed in such cases. Such clerks shall monthly remit to the county treasurer all such library fees collected by him, and the county treasurer is hereby directed to deposit such fees in a fund to be designated as the county law library fund.
