The service area is hereby empowered to provide and supply solid waste disposal and collection within the area as such or deemed necessary and desirable by the governing body thereof. The provisions of this service and the necessary equipment, supplies, materials and facilities therefor may be furnished by any means available by law to the service area as provided in the municipal-type services to incorporated areas act or any amendments or supplements thereto and any other applicable law.
