Water for fire hydrants will be furnished free of charge by the town. Installation on such hydrants shall be at the expense of developers and sub-dividers and shall be made under the direction of the Town Council. Repairs on hydrants will be at the expense of the town. All customers shall grant the town, upon demand, a right-of-way or easement to install and maintain such hydrants on his, her or their premises if the town concludes that hydrants shall be so installed for the protection of the residents of the town.
