In time of scarcity of water, whenever it shall in the judgment of the Mayor and the Town Council be requisite, the Mayor shall, by proclamation, limit the use of water to such extent as may be necessary. It shall be unlawful for any person, his or her family, servants, or agents to violate any proclamation made by the Mayor in pursuance of this section.
