(A) The Superintendent of the water system shall manage and supervise the town water system pursuant to the provisions of this chapter and pursuant to ordinances, rules and regulations adopted by the Town Council, from time to time, prescribing his or her powers and duties and directing the manner and frequency with which he or she shall make reports to the Mayor relating to the water system.
(B) All of the functions and activities of the Superintendent shall be carried on under the direction of the Mayor.
