For the purpose of this subchapter, the following definitions shall apply unless the context clearly indicates or requires a different meaning.
CONNECTION FEE. The cost of materials and labor to install a connection to the existing water system. The CONNECTION FEE should not exceed the actual cost of the installation although it can be an average amount charged equally to each account holder. The method of collecting moneys is to be determined by the Town Council by resolution.
DEPRECIATION FUND. The moneys collected from the monthly water payment for the replacement of damaged pipes, water meters, telemetry lines, and the purchase of replacement pumps or the repair of existing wells and springs. The amount of moneys collected is to be determined by the Town Council by resolution.
IMPACT FUNDS. The moneys collected at the time the water permit is granted that are reserved for the expansion of the water system that will serve customers not now connected to the water system. The amount of moneys collected is to be determined by the Town Council by resolution after the completion of an impact fee study.
PRIMARY ACCOUNT HOLDER. Refers to the person or persons listed as the property owner on the application for water service and/or application for water connection. Said property owner will be solely responsible for all bills, charges and/or fees associated with said water account (including all garbage, transfer station and administrative fees).
PROPERTY OWNER. Person or persons listed as owner of the property and the primary account holder on the water account.
