§ 152.303 OTHER PROVISIONS.
   (A)   Areas falling under the provisions of this section are shown generally on the official zoning map for the town. Specific boundaries of this district shall be determined by the town’s Planning Commission.
   (B)   Applicants for special conditional permits within this zone must present detailed engineering studies as required by the Planning Commission relating to potential problems of developing these areas.
   (C)   Applicants for special conditional use permits within this zone must show what measures will be employed to mitigate flood and flash flood dangers in these zones. Such measures must be developed through consultation with an engineer, planner, architect and other professionals experienced with development proposals.
   (D)   Factors to be considered in evaluating proposed uses within the overlay zone include, but are not limited to: visual disruption of skylines and vistas; disturbance of natural vegetation and wildlife habitats; location in relation to flood zones and drainages, steep slopes and rockfall areas; and other considerations which may have potential adverse consequences for the health, safety and welfare of present and future citizens of the town.
