   (B)   Where an existing solar energy system is in place on an adjacent lot, no building permit shall be issued by the Building Inspector for a building that will infringe on neighboring solar access.
   (C)   Where there is question as to whether or not an infringement of solar access to an existing solar system will take place, the property owner/developer must prove, to the Planning Commission, before being issued a building permit that no such infringement will take place, and if such an infringement does occur after construction, the owner/developer is responsible for corrective measures being carried out.
