The town may from time to time amend the number, shape, boundaries or areas of any district, or regulation, or other provision of this chapter, but any such amendment shall not be made or become effective until after 15 days’ notice and public hearing and unless the same shall have been proposed by or be first submitted to the town’s Planning Commission for its recommendation, which shall be returned within 30 days.
