The following user charges shall be and are hereby established for the use of and for service supplied by the wastewater facilities of the village:
(1) Residential User Class: Residential users are those residential buildings containing one (1) or two (2) residential units. The rate for sewer usage for residential users shall be charged as set forth in section 13-1 of this code. The monthly flat rate for senior citizens who are residential users and who qualify for the senior citizen discount for garbage collection pursuant to subsection 5-260(b) of this code shall be discounted by twenty-five percent (25%).
(2) Commercial, Institutional/Governmental And Industrial User Class: The class of commercial users shall include multi-family residential buildings containing three (3) or more residential units, as well as institutional/governmental and industrial users of the sewerage system. The rate for sewer usage for this class shall be charged as set forth in section 13-1 of this code.
