(a) Licenses shall be available beginning May 1 of each year for the next license term, with licenses to be effective from July 1 of the current year to June 30 of the following year. Any person required by this article to obtain a license for any vehicle shall file an application therefor with the village upon a form provided by the village, setting forth the name and address of the applicant, the description of the vehicle, and such information as may be prescribed. Such license shall be issued upon the payment to the village by the applicant of a license fee as hereinafter provided.
(b) The village shall issue, or cause to be issued, a license authorizing the use or storage of such vehicle within the village until the expiration of such license. No vehicle license shall be transferable to another vehicle. Any new vehicle shall require a new vehicle license at a transfer fee of five dollars ($5.00), if a valid license has already been purchased. Owners of vehicles who move into the village or relocate their vehicle so the vehicle is sited or based in the village shall have thirty (30) days to obtain a village vehicle license. New residents who have a valid municipal or county vehicle license from another jurisdiction must apply for a transfer to a village vehicle license within thirty (30) days. The transfer fee shall be five dollars ($5.00).
