§ 156.145  AUTHORIZATION TO INITIATE.
   (A)   An amendment to the text of this chapter, the Land Use Plan or to the zoning map may be initiated by the Council, the city’s Land Use Planning Commission (should one be established), or by application of a property owner.
   (B)   The request by a property owner for an amendment shall be accomplished by filing a statement of purpose or application with the City Recorder, consistent with ORS 227.160 through 227.188.
