There is hereby created a City Fire Department. Said Fire Department shall operate under the control and supervision of the City Council. Personnel thereof shall consist of one Fire Chief, one Assistant Chief, each voted on by the Department membership and confirmed by the Council, and firefighters to be appointed by the Fire Chief and confirmed by the general membership, as provided under the Constitution and by-laws of said association. All officers and firefighters shall serve without pay, except as hereinafter provided.
