Any person or persons shall be permitted to keep one milking goat without reference to the area restrictions, specified in § 92.18 of this chapter, upon furnishing to the city a statement from duly licensed doctor that the milk of such goat is necessary for health purposes. Said goat shall be kept in such a fashion as not to subject adjacent dwellings to offensive odor or noise and said goat shall either be kept within an enclosure or otherwise restrained from leaving the lot or parcel where said goat shall be kept.
