Any applicant for service to houses, buildings or properties used for human occupancy, employment, recreation or other purpose, situated within the city and abutting on any street, alley or public right-of-way in which there is located a city sanitary sewer, is hereby required at his or her expense to install suitable toilet facilities therein, and to connect said facilities to the public sewer in accordance with the provisions of this chapter, within 90 days after the date of official notice to do so; provided that, said public sewer is not more than 100 feet from said users nearest property line and connection is available through public right-of-way.
