(A) No person shall collect or haul mixed municipal solid waste or recyclables collected in the city without first securing a license from the city.
(B) An applicant for a license to collect commercial garbage or waste shall make application to the City Administrator, through forms and procedures prescribed by the City Administrator.
(C) The annual license fee shall be established by resolution of the City Council from time to time, and shall be payable in full in certified funds at the time of application.
(D) No collector licensed pursuant to this chapter shall acquire a vested right in the license issued, and the city may, upon a finding that the public necessity requires, establish other means of waste collection.
