§ 116.07 PAYMENT ON ACCOUNTS.
   (A)   The collector licensed to pick up all residential accounts in the city will bill and collect the residential accounts directly. The billing will be 6 times a year, at a rate established in the city's contract with the collector.
   (B)   (1)   The city finds that public safety and health require garbage and refuse pick-up. In order to ensure payment for the garbage collection service, the city chooses to exercise its authority to assess for collection services as allowed by M.S. § 443.015.
      (2)    The collector licensed to pick up residential accounts may certify to the City Administrator all delinquent accounts of more than 15 days.
         (a)   Delinquent accounts shall be certified to the Administrator, who shall prepare an assessment roll each year, providing for the assessment of delinquent amounts against the respective property serviced.
         (b)   The assessment roll shall be delivered to the City Council for adoption on or before September 1 of each year.
         (c)   Upon such adoption, the City Administrator shall certify the assessment roll to the county for collection along with real property taxes.
         (d)   The city will add a $25 administrative fee to the hauler's charge, and the interest rate shall be 6%.
         (e)   The city will remit the tax revenue due to the hauler following the first payment of taxes from the county.
