§ 116.05 RESIDENTIAL HAULERS LICENSE REQUIREMENTS.
   (A)   The residential hauler license shall be granted to 1 firm selected through an open competitive bidding process. The residential hauler must be licensed by Scott County, must use water-tight vehicles, separate recycling materials, transport a majority of refuse to processing plants, and transport a minority of refuse to designated sanitary landfills strictly in accordance with regulations relating thereto.
   (B)   The city shall enter into a contract with the residential refuse hauler for a maximum 5-year term, which can be renewed at the city's option if a reasonable rate can be negotiated, and if the performance of the hauler has been adequate. The city shall charge the residential hauler an annual fee and require a performance bond in an amount set by Council.
