§ 116.04 COMMERCIAL HAULERS LICENSEE REQUIREMENTS.
   (A)   Commercial haulers shall be licensed if they meet the city’s licensing criteria; are licensed by the county; and, pay the Council designated fee. Criteria for licensing includes having a water-tight vehicle, that the vehicle be clean and reasonably free from offensive odors, that the vehicle not be allowed to stand in any street longer than is reasonably necessary, and that the refuse be dumped or unloaded only at a designated sanitary land-fill, and strictly in accordance with regulations relating thereto. 
   (B)   Before a garbage, refuse or recycling hauler license shall be issued, the applicant shall file with the City Administrator evidence that he or she has provided public liability insurance on all vehicles in at least the sum of $600,000 for comprehensive general liability, personal injury and automobile liability.
   (C)   No hauler shall operate in a residential district after 6:00 p.m. or before 6:00 a.m., Monday through Friday, but operations may be conducted during permitted hours on Saturday to accommodate recognized national holidays or a special pick-up.
   (D)   Each vehicle for which a hauler’s license is issued shall exhibit the license in a prominent position on the vehicle.
   (E)   Licensees shall provide its customers with an opportunity to recycle through the weekly curbside collection of targeted recyclables and also provide the customers with a schedule for the pick-up.
   (F)   Licensees shall be in compliance with all requirements relating to processing and handling of garbage and refuse as set forth under Minnesota Statute.
