Nothing in this section shall prevent persons from hauling mixed solid waste, yard waste or other refuse or recyclables from their own residences or business properties provided the following rules are observed:
(A) That all garbage is hauled in containers that are water-tight on all sides and the bottom and with tight-fitting covers on top;
(B) That all other refuse is hauled in vehicles with leak-proof bodies and completely covered or enclosed by canvas or other means or material so as to completely eliminate the possibility of loss of cargo;
(C) That all solid waste, yard waste and other refuse, except recyclables, are dumped or unloaded at designated sanitary landfills or other facilities authorized by Scott County;
(D) That all recyclables are dumped or unloaded at a recycling facility, an organized recycling drive, or through licensed haulers; and
(E) That yard waste is privately composted, or is dumped or unloaded at a composting facility authorized by Scott County, or through a licensed hauler.
