§ 52.40 DEFINITIONS.
   For the purpose of this subchapter, the following definitions shall apply unless the context clearly indicates or requires a different meaning.
   FACILITIES. Includes waterworks, sanitary sewer and storm sewer systems, or any portion or portions thereof.
   RESIDENTIAL EQUIVALENT FACTOR (REF). The ratio of the average volume of runoff generated by 1 acre of given land use to the average volume of runoff generated by 1 acre of typical single family residential land, during a standard 1 year rainfall event.
   STORM SEWER. Storm sewer systems, including mains, holding areas and ponds, and other appurtenances and related facilities for the collection and disposal of storm water.
   STORM WATER AREA CHARGE. A one-time fee imposed to pay for construction, repair, maintenance and other activities related to storm water facilities.
   STORM WATER DRAINAGE RATE. The storm water drainage rate is a fee set annually by the Council. The rate is the variable factor used to generate revenue from the storm water utility fee to cover storm water drainage budget items.
   STORM WATER MANAGEMENT BUDGET. The annual budget approved by the Council for storm water management including planning, monitoring, capital expenditures, maintenance, land acquisition, personnel and equipment.
   STORM WATER UTILITY FEE. The monthly charge for each parcel of non-exempt property in the city for the management of storm water. STORM WATER UTILITY FEES for parcels of land shall be determined by multiplying the REF for a parcel’s land use by the parcel’s acreage and then multiplying the resulting product by the storm water drainage rate.
