The city, upon consideration of the application and the reports attached thereto, shall approve or reject the application:
(A) If the application is rejected, the applicant may request a hearing before the Council to offer evidence why the application should be reconsidered.
(B) If the application is approved, the city shall issue a license to the applicant which shall bear the name, address, age, signature, and photograph of the applicant.
(C) Such license shall be in effect for the remainder of the calendar year. A license for every calendar year thereafter shall be issued upon payment of the adopted license fee as listed in the Council approved fees schedule unless the license for the preceding year has been revoked.
