§ 123.13 STATE DRIVER’S LICENSE REQUIRED.
   The applicant must have a valid State of Minnesota driver’s license. In no event shall a license be issued to a person who has held a valid driver’s license for less than five years. The state driver’s license shall reflect the applicant’s current home address.
