It is the purpose of this chapter to create a system to recover from “users” of the city facilities, on an equitable basis, the share of the city facilities’ costs attributable to the users, and to provide funds for the operation and maintenance, debt service, and replacement of the wastewater treatment facility. Rates, charges and billing shall be consistent with the rules and regulations set forth in this chapter.
