The fees, rates and charges for using the wastewater disposal system facilities shall be, upon the conditions and in the amounts set forth herein as approved by the MPCA in accordance with § 204(b) of the Clean Water Act, to ensure that each user shall pay for its proportionate share of the costs of operation and maintenance, including replacement.
