It is unlawful for any person, in any park or recreation area, to:
(A) Remain between 10:00 p.m. and 6:00 a.m. without a written permit from the City Council. No privately-owned vehicle shall remain during these same hours without a written permit. Any vehicle remaining after 10:00 p.m. without authorization shall be towed at the owner's expense;
(B) Behave in an unruly manner disrupting others' enjoyment of the park or recreation area;
(C) Bring wine or intoxicating liquor into a park unless otherwise authorized by written permit from the Council. Park users may bring beer and malt liquor into a park or recreational areas in non-glass containers provided it is not sold or distributed for any type of remuneration except as permitted by a special permit from the city (see § 111.05(A));
(D) Use, possess or sell any controlled substance;
(E) Appear nude, seminude, commit any nuisance or use threatening, abusing, insulting, obscene or indecent language or act in an indecent, lascivious, or improper manner or do any act which constitutes a breach of the public peace;
(F) Harass any visitor or behave in a reckless manner which would endanger any visitor or visitor's property;
(G) Swim or wade except in designated areas;
(H) Park a bike in such a manner as to create a hazard or interfere with other visitors or activities;
(I) Engage in any form of gambling;
(J) Strike or otherwise propel a regulation golf ball; and/or
(K) Disobey any reasonable order or direction of any city employee, law enforcement officer, or other person designated by the City Council to give such orders or directions.
(L) Permit any pets of any kind in the Lagoon Park swimming area or designated beach area.
(M) Smoke on the sand beach or in the designated swimming areas of Lagoon Park.
(N) Enter the waters or swim in the Mill Pond in Lagoon Park after dusk.
(O) Possess or consume any alcoholic beverages in the beach area of the Lagoon Park Mill Pond swimming beach.
