(A) Charges for the operation and maintenance of street lighting shall be made against all property benefitted thereof. Rates shall be established on a flat fee basis as established and from time to time amended by the City Council.
(B) Street lighting utility fees shall be collected by the city together with other utilities such as water, sewer and storm water. Payment shall be required on or before the due date established by such billing. Delinquent charges shall be collected in accordance with § 50.04.
