(A) The Residential Equivalent Factor Values (REF) for various land uses are as follows:

(B) Agricultural and conservation zoned areas which have a residential or commercial building on the property will be considered a single family residential classification and be charged the single family REF of.70.
(C) Planned Unit Development zoning and parcels belonging to government agencies other than the city will be charged at the rate deemed most appropriate for each individual parcel.
(D) For the purpose of calculating storm water utility fees, all developed single family and duplex parcels shall be considered to have an area of 1/3 acre. The storm water drainage rate shall be as set by resolution by the Council.
(E) Multi-use building shall be classified according to the primary use of the building, i.e., commercial buildings with apartments above will be classified as commercial.
