§ 33.05 POLITICAL SUBDIVISION POWERS.
   When a condition exists that creates an immediate and serious risk to the public peace, safety, health, or catastrophic loss to property, the City Council shall have the right to enact ordinances for the public good. These ordinances shall take effect immediately upon a majority of the Council vote and shall remain in effect until such a time as the Council has had adequate time to pursue the normal process of the passage of the ordinances.
