The building contractor or owner shall notify the Building Department of the name and address of the plumber or plumbers doing the plumbing work and/or sewage disposal work for each building and plumber or plumbers shall be held responsible for observance of this section. In cases where the building contractor or owner fails to supply the Building Department with the names and addresses of those doing the plumbing and/or sewage disposal work, the builder and/or owner shall be responsible for the proper installation of the work.
