§ 33.03 EMERGENCY MANAGEMENT AGENCY.
   An Emergency Management Agency is hereby created, which shall be under the supervision of a Director to be appointed by the Mayor. The Director shall have direct responsibility for the organization, administration and operation of the Emergency Management Agency, subject to the overall direction and control of the Council.
