The following applicants are prohibited from obtaining a license under this section:
(A) Any applicant who holds a liquor license pursuant to Chapter 111 of this code;
(B) Any applicant or establishment who holds a license from the State of Minnesota which permits gambling. The exception to this would be those who are authorized by the director of the State lottery to sell lottery and scratch game tickets;
(C) Any applicant under the age of 18; and/or
(D) Any applicant who is delinquent on any property taxes, assessments, public utility bills or any other financial claims of any governmental entity.
