§ 151.06 ADMINISTRATION AND ENFORCEMENT.
   (A)   Each manufactured home park owner and each person residing in a manufactured home park shall abide by this section.
   (B)   Except as otherwise provided herein, this section shall be administered and enforced by the City Administrator or his or her designee who is hereby designated as enforcing officer. The City Administrator may institute in the name of the city any appropriate actions or proceeding against any person violating this section.
   (C)   The City Administrator or designee is hereby authorized and directed to make such inspections as are necessary to determine satisfactory compliance with this section, including the power to enter at reasonable times upon any private or public property for the purposes.
   (D)   The City Administrator or the Chief of Police shall have the power to inspect the register containing a record of all residents of the manufactured home park.
   (E)   It shall be the duty of the park owner to give the City Administrator free access to all lots at reasonable times for the purpose of inspection.
   (F)   The park owner shall have access to a manufactured home lot as described in M.S. § 327C.14, as amended, in order to make necessary repairs or alterations for compliance with this chapter.
