(A) Any animal may be redeemed from the pound by the owner within the time stated in the notice by the payment to the City Administrator of the license fee for the current year, if unpaid, together with an impounding fee set by the Council on the first impounding and $50 on the second or subsequent impounding within the same calendar year, and the payment of a reasonable care and feeding charge.
(B) If the owner of the animal is not a resident of the city, the animal may not be redeemed until the owner provides proof of immunization of the animal for rabies, and payment of the impounding fee and maintenance.
