A Community Development Department is hereby established. The head of the Community Development Department shall be the Community Development Director who shall oversee community development and be responsible for the enforcement of all applicable City Code provisions and shall oversee the building activity within the city. Under the Community Development Department, the Building Inspector (referred to in the state’s Building Code as the “Administrative Authority”) shall be appointed annually to carry out the provisions of the State Building Code and the provisions of the City Code relating to construction. The Community Development Director shall submit a periodic report to the Council covering the work of his or her Department for intervals required by the Council or the City Administrator.
