§ 31.02 POLICE DEPARTMENT.
   (A)   Police Department. A Police Department is hereby established. The Head of this Department shall be known as the Chief of Police, and the number of additional members and employees of the Police Department shall be determined by the Council which may be changed from time-to-time. The Chief of Police and all sworn members of the Police Department shall have the powers and authority of police officers generally and shall perform such duties as are required of them by the Council or by law. The Chief of Police shall have overall supervision and management of the Police Department and custody of all property used and maintained for the purposes of the Department. The Chief of Police shall make and file such reports as may be requested by the Council.
   (B)   Police Reserve Unit. A Police Reserve Unit is hereby established. The Police Reserve Unit is to be operated as a voluntary auxiliary force to supplement the Police Department. The Chief of Police shall have overall supervision and management of the Police Reserve Unit.
